Always stretch after you warm up. this is important because you need to get your muscles loosen up. otherwise, if you don't stretch after warming up, you could pull something, or just not prepare yourself for your running.
also, stretch after you run your cool down. this is important for the same reasons that you stretch after warm up. also, if you don't stretch after cool down, you won't have a fraction of the same ability that you had the previous run. and over time, that 'fraction' builds up and you will end up causing damage.
so STRETCH!

when i stretch, if there is noo official warm up or cool down, i will stretch 10-15 minutes into the event (but i'll go slow in that span of time), and i will stretch when i finish the workout. occasionaly, i will stretch in the middle of the workout if i am changing phases of hard to less hard workouts. for example, i'll run a 5k fast, and pushing the hills even harder, then i'll stretch, then i'll run the rest at a good pace. i usualy stretch for a good 10 minutes. in these 10 minutes, i stretch just about every mnuscle i know about. it's important.
