Though you may find it hard to believe, when people say "if you think you can, you can", or something along those lines, they aren't far from the truth at all. Here's some statistics that my coach shared with me on how your ability is divided:
-65% mental -15% physical -15% conditions -5% other
Mental being (ok, i KNOW that i can go over this hill. ive done it a thousand times before) that kinda stuff. Physical being you're actual ability, any injuries, or other physial things. Conditions inclusing weather, terrain, and other outside forces. Other things... you name it, anything not mentioned...
I'm sure that there are a lot of different ways you can say these statistics, but the point should be achieved regardless: It's all in your mind. If you believe that you can do it, chances are that you most likley can. The only problem that would occur is that people say they can, but don't BELIEVE it. And that is their flaw preventing them from total sucess.

I never knew saw any statistics subdividing the factors that determine a good runner but these seem appropriate, it is in fact mostly mental.
